Sorry, not true about Oktoberfest. I'm sure, however, that with the amount of alcohol flowing in Munich those weeks, then there may be a bit of play going on between tourists, but I'd be surprised if native German's were that way.

I believe you're referring to Rosa Montag, much earlier in the year. At a party, the man would wear a tie and if a woman fancied him, she'd cut his tie to claim him.
At least, that's how I remember it being explained to me when I lived in Germany in the 80's. I was also told that the woman's husband couldn't divorce her because of what she'd done that night.
